Hi, thank you for your message. Yes that's correct this is a purple conditioner that helps to neutralise blonde hair turning brassy.

Q: would this help if i bleach my hair first session to prepare it for 2nd one and then can i still use this after using a hair toner?

It was not very conditioning and could not untangle my hair, it did not help with reducing the yellow as it was not pigmented enough. It would not harm your bleached hair at all.
