I used tin snips but a decent pair of scissors would work.

Yes, however make sure to use the adhesive that will stay under direct water contact

Q: how do you cut the stuff

I mark the edge that I want to cut with a ruler or yard stick and a sharpie. Then I cut it with scissors. You can also use a utility knife with the ruler or yard stick as a guide.

Q: Can you use tacky glue?

You have to use an adhesive for pvc. Liquid nails is a good one
